Final Meeting Minutes

Thursday, November 10, 2008

In Attendance:  Advisory Budget Committee (ABC) Members Jean  Beadle, Ed             Marudzinski, and Gary Haracz

Absent:  Karel Crawford and Kathy Garry

The meeting was called to order by the Chairperson at 10:00 A.M. in the Moultonboro Town Library New Hampshire Historic Room.

Today’s meeting did not have a formal agenda.

Committee members generally discussed aspects of the Town Waste Management Facility & MNC presentation to the Select Board.

•       Committee to request current year recycle numbers

•       Committee will wait for next Select Board direction related to Municipal Needs Committee proposals on waste facility. Committee will offer opinion and suggestions after warrant issued.

The Committee will request additional information on Benefits for Town, School and Library employees.

•       Cost to employers generally continues to rise making benefits a significant expense.

•       Committee to look at current contractual requirements and details of packages.

•       Committee to look at comparative data.

•       Committee to discuss further with the Town and School Benefits Administrators.

The last topic for Committee discussion was Mr. Terenzini’s Budget Presentation methodology as modeled in a binder used in a prior position.

•       Several Committee members voiced the opinion that the model is more detailed than necessary for presentation to the public. It is unclear as to whether this presentation’s intended audience was the Select Board or the public.  

•       The Committee felt the Executive Summary is highly desirable.

•       The “Alternatives” feature for specific items will greatly help in decision making.

•       The use of “What Ifs” options on a more overall basis is very useful.

•       The use of charts is very helpful, but the scale should be consistent.

•       Charts and data easily form the basis for future year-to- year comparisons.

ABC members will attend the School Budget 1 meeting on November 24, 2008. The Committee will commence detail review of the School budget following the Nov 24 meeting.

The next scheduled ABC meeting will be Tuesday, November 25, 2008 at 10:00 A.M. in the Town Hall Meeting Room.

A motion was made by Ed Marudzinski, seconded by Gary Haracz to adjourn the meeting at 11:26 A.M.  The motion was approved unanimously.
