Those turning to Channel 3 to catch last week’s selectman’s meeting will have to wait just a bit longer, as protocol for taping and airing the public meetings is being hammered out. After months of work, the

Moultonboro Citizens’ Alliance managed to get approval from Time-Warner to broadcast recordings of the Thursday night meetings of the Moultonboro Board of Selectmen on their public access channel. But those who tuned in on the projected launch date of July 15 at 7 p.m. only saw static. The Moultonboro Board of Selectmen requested that the channel not air any tapes until the town could determine its policy on broadcasting tapes of public meetings, according to Government Relations Manager Mike Edgecomb. Currently, no such policy exists in Moultonboro. “The selectmen asked us to hold off until they review (procedure),” said Edgecomb. “It’s in the selectmen’s hands.....

We defer to the town. The group needs to work with the town.” Hollis Austin, a member of the MCA and the person who already tapes many of Moultonboro’s public meetings, confirmed that the group has since requested that the town air the meetings, along with several questions they would like answered. Edgecomb said that many of the towns that Time-Warner works with on their public access channel have procedural policies in place for broadcasting their meetings. He noted that it was probably the first time in his experience that a group had brought forward a request, instead of a town or government agency. “All we do is provide the channel space,” said Edgecomb. “Everything else is up to the town.” Town Administrator Carter Terenzini said that he and town staff are working to gather information on policies for broadcasting public meetings. Terenzini sent a general inquiry to many nearby towns with televised meetings, asking for their input. Such policy would likely cover “the basics,” like copyright law, and would make it clear to viewers that the broadcast is not a product of the town, he said. Once some draft procedures and policies are created, Terenzini said he anticipated they would be brought before selectmen by their Aug. 14 meeting. Along with working on getting the meetings on public access channels, MCA member Paul Punturieri said in an earlier interview that the Alliance is also working on making the meetings available on the Alliance’s Web site.The meetings are already taped each week by Austin, who gives his tapes of the meetings to the Moultonboro

Public Library for people to use. The goal of the Alliance, Punturieri said, is for those meetings to be accessed as easily as possible. “I think the best phrase in this situation would be ‘stay tuned,” said Austin.
