Notes from Moultonboro Summer Town Informational Meeting

Attendees

 

Audience: 43 (Including one reporter and photographer)

Town Officials on Stage: 12 (Included all 5 selectmen and only 1 school board member)

 

It should be noted that this was advertised as an informational meeting. It was unfortunately moderated as if it were a voting town meeting and as an audience member it felt as though time was going to be very limited (“we will have a short period at the end for questions”). In fact, select board chair Karel Crawford left before the last questions were even asked.

We do not think this format is very conducive to citizen participation.

Instead of a moderator, a facilitator would have been far more appropriate. Without being overly critical of Mr. Borrin, his style of moderating does not allow the audience to feel comfortable and he certainly did not encourage a two way informative conversation. He even prefaced a question from an audience member from the MCA. He inserted himself in the conversation which is not appropriate in this informal setting. We hope that Moultonboro will learn from other communities such as Meredith and their recent brainstorming session which was very open and successful.

Lastly, if this was truly an important and value added meeting as advertised  by the selectmen, we would have hoped that our elected officials had stayed the course and not left early and that more members of the school board were present. The impression of some attendees was that the elected officials did not really want to be there and with some exceptions, ( the very informative messages from  Betsy Patten, Chief Kinmond, Chief Bengston, Library  and the seniors group ) not much was really said by either board. The Master Plan presentation was thorough, but did not receive any follow up or input from the officials in attendance. A real Q&A with audience participation during the presentation would have helped the public learn more about this important project.

 

How to make the process better? Make people feel comfortable. This is an informal meeting, make it feel that way. Facilitate the discussions by asking for follow up and encouraging participation from both sides. Most of all, don’t rush through it as if it were a burden to be there.

Meeting Highlights

  • Only 4 non voting attendees
  • Town School cooperative efforts- new undertaking, no specifics. Very open to public suggestions for ideas for cost sharing. Contact the Selectmen or School Board with ideas.
  • Ed Charest updated the process for the new Advisory Budget committee. Stated he is looking forward to it.....

TOP 

  • Common town/school meeting day- minor functional changes with parking and voter clerks locations. Hope for an on time 9am start and smoother process.
  • Chief Kinmond gave a thorough update on his very busy department. He stated that although traffic was down, calls are up. MPD is involved in many community service projects and welcomes from community. Thanked Hollis Austin for video taping ID theft seminar so that it can be shared to others. Closed by thanking contributions made to Police Association in support of MPD.
  • Chief Bengston also provided a thorough and informative update. Summer is very busy for the department. 450 calls year to date, but monthly numbers double this time of year. 25 calls yesterday, mostly storm related. Some changes in fire permitting rules by state. Reminded all of 911 address ordinance and also of the hazardous waste collection day August 2nd.
  • Library- record year for fundraising book sale. Thanked the friends of the library. Record number patrons and PC/wireless users.
  • Master Plan- lot of detailed info (go to WWW.Moultonboroughsfuture.com for more details). Highlights- only 2nd MP update since 1981. MRI was hired by the planning board to facilitate the process. It will be a blue print for the future and ID key resources. MRI helping committees create action plans for proposals so things actually get done. Major issues: increased older population, decreased numbers of students, less vacationers and more year rounder’s, increased Rat 25 traffic, growth in telecommuting. By end of November, finalize to planning board.
  • Ralph Carrasco, Zoning Board- applications down even had to cancel some meetings. Proposing ordinances for wind power to help people who want to go that route.
  • Seniors group- Much activity. Published calendar (dates will be available on the MCA Moultonboro calendar). A resource for seniors and a central point of coordination.  Listens and responds to needs and concerns of seniors.
  • Betsy Patten- Updated on House Bill 539 and donor town. Hold harmless until 2012, but doubts it will hold until then. Tax impact .88 to 1.00 per 1000. Approx $3.7 million. Other bills, HB 310- not unduly burden people that want to go to wind power. Talked of county issues such as Mountainview nursing home. County looking for a private partner to provide a better facility.
  • Audience Questions:

      1. Fox Hollow- what is being done about the intersection? Per Joel Mudgett, it is being looked at for options.
      2. How will town inform people of new shoreland protection act? Can we get the DES to present? Per Karel Crawford, yes she will contact DES and arrange.
      3. Interlake’s School district saved $745,000 by cost savings in fuel and health insurance. Returned $250,000 to community. What is SAU45 doing? Bill Blackadar- Not yet engaged with other districts, but welcomes any ideas from community.
      4. Non resident taxpayer- Not happy with dump stickers on inside of windows. Hard for workers to see. No response from officials. Not happy with lack of info in with tax bill. No mention of shoreland protection act. Carter advised that newsletter will get better. Welcomes ideas. MP presentation, no mention of Redding lane. Ed Charest, it is being addressed by DOT. Questioner commented he felt town was well run and felt that donor town estimates were far to low and would increase when implemented. Feels broad based tax will be inevitable. Betsey Patten agreed. Commented Concord increase spending by 17.5%.
      5. Comment – does not agree with necessity for broad based tax. Commented on presentation last Thursday from town administrator. Ed Charest commented that no decision had been taken.
